Substack is really a one-stop-shop where 1) it has baked in distribution via recommendations (10%+ of my subs come from here), 2) you own subscriber email addresses, 3) ability to host via own url whereas Medium has none of the above
Generic likely leads to broader interest and faster growth on shallow level whereas specific is likely slower (due to more niche) but deeper, stronger conversations. For me it seemed most powerful to go a bit more generic in the beginning to grow and test multiple niches and then double down and narrow focus
